If you criminalise something, it becomes a real crime. In the case of speeding tickets, fine any bastard who goes over 28mph in a 30 zone - it's a MAXIMUM, not a TARGET. Gah.

I doubt if the politicians think much beyond the soundbyte value of "ban X" or "criminalise Y" or "restrict & licence Z".
The objects of the game are :
a) to momentarily raise the profile of the political parasite who's blagged his/her way in front a TV camera,
b) to intimidate & control the populace through fear,
c) to make the politician resemble a caring & honourable person who appears to be serving their country well (otherwise known as camouflage for the otherwise unelectable....... I could make a joke here about standards in public office, but it's really difficult to put the words 'standards' & 'politician' into the same sentence for some reason...)

Wait for the mornings headlines (Daily Mail, Sun), then decide...
Take away their guns, thus ensuring the government remains in power.
